Approved For Release 20N/08/10: CIA-RDP86-01019R00020010O001-2 15 APR 1975 MEMORANDUM FOR: Deputy Chief, Real Estate and Construction Division, OL SUBJECT Department of Defense Procedures for Construction of New Facilities 1. As per your request, I have attempted to identify the process and procedures used by the Department of Defense (DOD) to obtain the necessary funding for the construction of new facilities, specifically new office space. 2. Mr. Roy Markon, Naval Facilities Engineering Command, outlined in general the process used by the Department of the Navy. a. Each naval district maintains a 5-year master plan for each of its facilities. Each fiscal year a list of the deficiencies is submitted by each command, listing proposed construction projects as reflected in the 5-year plan. These projects are listed according to need and priority. Once the requesting command has prepared its list of pro- posed construction projects, they are forwarded to a central planning staff who screens all of the projects and coordi- nates the requirements and specifications for the proposed projects of the various commands. The projects are then approved and assigned a priority rating. b. Once it has been determined the amount in the DOD budget that the Navy will receive for new construction, the projects that have top priority up to this dollar amount will be submitted for approval. (It should be noted that this explanation of the process is a simplistic one as the whole procedure is much more involed as many factors come into play, politically and otherwise). c. The construction package is submitted to the Office of Management and Budget (OMB) for approval. Upon approval of the A.SC, of the House and Senate, the project is then placed as a line item in the DOD budget for the next fiscal year.
