Then we will need to make the different essence objects with new file structures and restrictions on what they can be affixed to, then the data to support the items and so on.
It is not impossible, just time and resource-consuming and not one of the highest priorities at this time.

Thats for max level characters to be able to collect anything and have a useful profession in addition. Also one with cook, farmer and I dont know what else, but that should cover every scenario I can think of. So thats 5 total tools.

I think we need Tools of the Umbari Contrarian. For those of us who want a dumb combination just because. Maybe forester, metalsmith, jeweler, cook?

A slotted tool is not currently possible, no. But a crafted universal tool with lower bonuses than the store versions definitely is. Why not that?

Your Statement + Question would likely be the reason. It would then undermine the value of the Universal Tool in the LOTRO Store, even if a Lesser Version.
From how it sounds "if" the Tech was setup right here & now we'd just have "Universal or Choose How You Want Them" Tools. But since it's not and won't likely ever be, they are using the alternative that works for what they have but also keeps the value of the Store's Tool.
Not to say the "LOTRO Store is influencing things!!" but it is a factor in this case. If anyone wants a "One Size Fits All" Item, it's available for LOTRO Points. Where as Unique for their Appearance Items will be available with what's coming.

I believe the new tools are bugged on BR and set to 140 to equip. This was adjusted to 90.

The new metalsmith recipes do not change the appearances. The cosmetic variations come from the crafting events.
