General

UCI's Transportation and Distribution Services is a self-supporting auxiliary unit which receives no State or federal funding. Because of this, all costs must be supported by users of the transportation and parking systems.

Permit money is used to pay for operations, debt on parking facilities, and maintenance. See additional budget information for the previous fiscal year.

Citations

Within 21 days of citation issuance, you must either pay or appeal the citation. Click here for a guide on citations and the appeal process.

Every citation must go through an official review process, regardless if it is your first citation.

Citation Review / Contest a Citation

We need to keep a physical record of all citations that are reviewed.

Yes, you can submit a review request for every citation received.

No, you may only contest one citation per online submission.

When you submit a first level review online, a confirmation will appear on the screen. In addition, a confirmation email will be sent to the address submitted on the form.

No. The processing of the citation is suspended until a decision has been made. If your request for cancellation is denied, our response will advise you of a new payment due date.

It can take up to 15 business days. On average the response time is less than 15 business days.

No. The California Vehicle Code stipulates a parking citation is no longer eligible for review after the 21-day deadline.

You may request a second level hearing.

Citation Second Level Hearing

Per the California Vehicle Code, request and payment of the citation must be received on the due date found on the denial letter. Payment and request will be processed and a hearing date will be scheduled.

No. California Vehicle Code stipulates the citation is no longer eligible for a second level hearing after the deadline has passed.

At the second level hearing you will have the opportunity to meet with a third party certified hearing examiner and explain your reasons for contesting.

On average the hearing is 15 minutes long. The hearings take place on the UCI campus.

The amount you paid will be refunded to you.

You can request a hearing by correspondence. You will be able to submit your reasons for contesting, as well as additional information such as photos, additional evidence, etc.

Appointments can be rescheduled up to one week prior to the hearing date. If you do not appear for your appointment, the case will be declared a "Fail to Appear" and all processing will conclude. You may not reschedule.

No. The person who received the citation needs to be the one who appears at the hearing.

The results will be mailed to you in the week following your hearing.

Permits

UCI faculty, staff, or students may log into their myCommute portal to review your options and purchase your parking permit.

It is recommended that you purchase a parking permit at least two weeks in advance for convenient mail delivery.

Yes. Short-term permits by the hour, day, or week may be purchased at permit dispensers or staffed kiosks.

Yes. Anyone who works on, attends, or visits the campus must purchase and display a valid permit at all times. Visitor permits may be purchased at the information kiosks located at the parking structures or at any of the permit dispensers in various parking lots throughout campus. See permit dispenser locations.

You can report the permit lost and replace it for $15 by emailing parking@uci.edu. If you locate the permit and return the original permit to our office within 30 days, you may be refunded the replacement transaction fee.

If your permit is stolen, please file a police report with the UCI Police Department or in the city where the incident occurred. Then, email parking@uci.edu with a copy of the police report number to obtain a replacement permit at no additional charge.

To request a refund for your parking permit, email parking@uci.edu. Prorated refunds are issued for unused months remaining on the permit. There is a $15 transaction fee to cancel an unused/unprinted permit. Permits obtained via payroll deduction must be retuned on or before the 10th of the month.

Yes, a valid UCI permit must be displayed when charging your electric vehicle at designated stalls in parking structures. For visitors or those without valid UCI permits, hourly permits may be purchased at all kiosks and automated dispensers.

Parking

Apply online with the California Department of Motor Vehicles (DMV) to obtain a valid state-issued disabled placard. The DMV is the sole authorizing agency for disabled parking placards.

The number and type of accessible spaces are determined in accordance with Americans with Disabilities Act (ADA) guidelines and specifications. Accessible parking spaces at UCI adhere to ADA guidelines and are located nearest accessible building entrances whenever conditions allow.

UCI Disability & Services Center provides services for disabled individuals. For large events such as Commencement, UCI Transportation provides special assistance from parking facilities for those individuals with accessibility needs.

On-campus residents may purchase their permits by logging into myCommute. Short term overnight parking is available for purchase at all available permit dispensers.

UCI's motorist assistance, or VIP Service, is provided on the main campus at no charge to all UCI affiliates. Services include jumpstarts, tire inflation, tire sealant, vehicle unlock, and use of a gas can. Bike Assist and an Emergency Ride Home Program are also available. All VIP Services are available between 7am-11pm by calling (949)824-VIPS (8477).

Traffic Management

The intersection uses sensors in the roadway located in the center of the lane near the solid white limit line of the intersection to detect vehicles. These sensors are specifically designed and tuned to detect a bicycle. If you place your bicycle directly on top of the sensor, the traffic signal will detect your bicycle.

Some modern bicycles made from advanced composites or carbon fiber may not activate the sensor. The bicycle push button located at the intersection can be used to request a green light

The process for establishing speed limits is prescribed by state law. Roadway features such as crosswalks, driveways and sight distance are all considered when establishing a speed limit. These features are evaluated along with traffic volumes and driving habits of motorists traveling on that particular section of roadway.

The green light timing is optimized for daily traffic on campus. Occasionally, campus construction or special events can change traffic patterns and cause congestion. The department works with planners to forecast and adjust traffic plans to reduce traffic impacts as much as possible.

Yellow times are prescribed by state law (VC 21400) and managed by the California Department of Transportation. The timing is designed to best accommodate the needs of all types of vehicles, ranging from bicycles and motorcycles to passenger cars and semi-trucks.

Flashing red or traffic signals that are off can result from emergencies, maintenance projects or special events. When you see a flashing red or traffic signal that are off, approach the intersection with extreme caution and treat the intersection as you would an all-way stop sign. Often times, a traffic director or police officer will be directing traffic at the intersection. Please give them your full attention and follow their instructions.

Pedestrian flow is carefully monitored and marked crosswalks are placed at areas that will best serve pedestrian safety. Marked midblock pedestrian crosswalks can cause an increase in pedestrian vs. vehicle collisions. In a marked crosswalk, a pedestrian will often enter the crosswalk assuming the motorist will see them and yield the right of way.
